Old - fashioned mechanical printed tin plate toys are still being made in several countries, but every year more of them become extinct due to the constraints of toy safety legislation. They cannot be sold to, or even, curiously, intended for children. Sharp bits inside or out can often be reached to easily. Outlets may sell them without risk of large penalties only if they observe all sorts of precautions, and display prescribed warning notices and labels; so it is not surprising that many traders choose to avoid them.
